CBR News reveals exclusively that the returning series has cast "Heroes" alum Jimmy Jean-Louis as a mysterious character called "The Captain" for a multi-episode arc. The news follows recent word of actor Dylan Neal debuting in the second season's fifth episode as classic DC Comics villain Dr. Anthony Ivo.

"The Captain is a mysterious and deadly associate of Anthony Ivo," the "Arrow" production team told CBR, "and has a connection to a mystery of Season 2 called the 'Amazo' -- which will be a familiar name to DC Comics fans."

MOIRA FIGHTS FOR HER LIFE; THE COUNT RETURNS - Oliver (Stephen Amell) is concerned when a mysterious illness sweeps the city, infecting hundreds of people, including Diggle (David Ramsey). Oliver discovers Vertigo in Diggle's blood and realizes The Count (guest star Seth Gabel) has broken out of prison and is once again distributing his drug. Meanwhile, Moira (Susanna Thompson) goes on trial for her participation in the Undertaking. ADA Adam Donner (guest star Dylan Bruce) collapses in court with Vertigo symptoms so Laurel (Katie Cassidy) must step in and try the case against Moira. Oliver is torn between standing by his family during the trial and catching The Count. However, things change when Felicity (Emily Bett Rickards) follows a lead and walks straight into a trap set by The Count. Bethany Rooney directed the episode written by Marc Guggenheim & Drew Z. Greenberg (#207).

Oliver Queen will soon be a masked hero.

EW has your exclusive first look at Arrow’s brand new mask, which will make its debut on the show come December. But why the change? According to executive producer Andrew Kreisberg, the answer is multi-faceted. ”Conceptually, it was something we wanted to do because Oliver himself is evolving as the Arrow– from vigilante to hero, sort of from Arrow to Green Arrow — and we wanted to see that progression in his costume as well,” he said. “As Oliver is embracing being a hero, being a hero means stepping out of the dark and being more of a symbol, so he has to stake steps to conceal his identity more.”

Adding a mask also comes with logistical benefits, he said. In the second season, Oliver has found himself working much more closely with several people who don’t know his true identity — like Laurel’s father Det. Lance, for example — and it was getting harder and harder to believably hide Oliver’s face under the hood. “It’s going to allow the Arrow to interact with people who don’t know his identity in a much more organic way than having him constantly keep his head down,” says Kreisberg.

"Arrow" fans! The upcoming episode, "The Scientist," introduces Barry Allen (Grant Gustin) -- the man who will soon be known as the Flash. What's coming in this excellent episode?

Check out five big spoilers here.

1. Barry Allen has a rather impressive entrance into the episode. It highlights just how much of a clumsy nerd this guy is -- before he becomes a superhero anyway.

2. There have been few episodes of "Arrow" in which the events on the island and the events in the present-day parallel as perfectly as they do in "The Scientist." Flashbacks in this episode are absolutely essential: Dr. Ivo's work didn't stay stranded on that island.

3. People who have been upset that "Arrow" doesn't have enough comic-book themes like super-strength and pseudoscience will absolutely love "The Scientist."

4. Felicity (Emily Bett Rickards) and Barry hit it off right away. Nerd calls to nerd, after all. Look for Oliver to have a very Oliver-ish reaction to the competition.

5. Having been exonerated of her crimes, Moira Queen does what Queens do best -- she has a party. But is it a party without guests? (And no, Malcolm Merlyn is not invited.)

ARROW HUNTS DOWN SHRAPNEL — Oliver must tackle a new threat to the city when bombs start to go off in Starling City. Felicity (Emily Bett Rickards) discovers the person setting them off is Mark Sheffner (guest star Sean Maher), a man who goes by the nickname Shrapnel. Arrow discovers Shrapnel’s next target is Sebastian Blood’s (guest star Kevin Alejandro) “Unity Rally” and tries to talk the alderman out of hosting it, but he refuses. Arrow sets off to stop the bombing, but Shrapnel tricks him and traps him in a bomb-laced antique store where he is unable to move without setting off the device. While Felicity helps Oliver, Diggle (David Ramsey) races to the plaza to find the bomb before it goes off. Meanwhile, Roy (Colton Haynes) continues to hide his new strength from Thea (Willa Holland) but, after she witnesses his super strength in action at the rally, she demands answers. Laurel’s (Katie Cassidy) suspicions about Sebastian grow stronger once she learns that he grew up with Cyrus Gold, the man who killed Lance’s (Paul Blackthorne) partner. Barry Allen's (Grant Gustin) arrival in Starling City didn't just facilitate the introduction of the Flash on Arrow. It also sparked new feelings in Oliver (Stephen Amell) for his go-to gal Felicity (Emily Bett Rickards). Fans have long waited for this working relationship to develop into something more, but will they actually take the next step?

"Oliver isn't quite sure what he feels," executive producer Andrew Kreisberg says. "He knows he feels something for her, but can't quite define it. He's surprised in [the midseason finale] when Dig [David Ramsey] points out to him that what [he's] feeling right now might actually be termed jealousy. For Felicity, she doesn't want to like Oliver in a way because she finds him unattainable, and in a way he is unattainable especially after... he said that it's probably better that [he's] not with somebody he cares about. While she really does like Barry, I think she probably throws even more into it because now he's somebody who is available."
